there are absolutely people like that. i mean, i could imagine some TCPs offering those services for a myriad of reasons- ability-based service work is the biggest avenue for TCP careers, after all. the main issue is that for a TCP to turn a complex into something, they either need an ability amplifier (a thing i am making up right now- they are very expensive, experimental, and tiring to use), a TCP that can have a similar effect to an amplifier (amplification type? ability type? ????), an ability anomaly, or some source of constant health flow wait this is just TCP feeding tubes okay. i'm not even into those and here they are through the power of worldbuilding. enjoy
my point is it'd be a very difficult endeavor for a TCP to fully TF a complex-scale person but it IS possible. TFing another TCP is a lot more doable, but would still sap a TCP's health pretty bad. this stuff is dangerous! unless you have a feeding tube i guess. god.
